National industry licensing working group
The National Licensing Project was initiated in November 2000, and its intentions were noted by the Australian National Training Authority Ministerial Council (now the Ministerial Council for Vocational and Technical Education). The National Licensing Project is examining industry licenses in relation to training packages and the National Vocational Education and Training System.
Stenning and Associates Pty Ltd, in association with Peter Noonan Consulting, was engaged by the Australian National Training Authority in 2001 to undertake a comprehensive analysis of the inter-relationship between occupational licensing and the National Vocational Education and Training System, particularly the implementation of training packages. The objectives for this consultation phase were to:
- provide an overview of the nature of the problem
- outline the policy context within which vocational education training and industry regulation occurs
- propose a strategic response, in the form of action plans, to address policy issues for the National Vocational Education and Training System, and industry regulatory requirements.
Industry round table discussions - round one
In late 2001, a series of round table discussions were conducted across the following industries:
- finance
- electrotechnology
- aeroskills
- general construction
- community services
- security
- metal and engineering.
These discussions captured critical peak industry and regulator views on issues associated with licensing in the nominated industry sectors, and provided an understanding of the impact of occupational licensing procedures on training package implementation. The round table discussion also identified co-operative actions and strategies for resolving these problems.
Industry round table discussions - round two
A second series of industry round table discussions commenced in November 2002 and representatives from employer and employee groups, regulators, the industry training advisory body, and other relevant bodies, were invited to participate.
The industries surveyed in round two included:
- road transport (fatigue management)
- real estate
- maritime (vessel operations)
- seafood (occupational diving)
- fire protection services
- hairdressing.
National industry licensing working group
A national industry licensing working group has been established to act on recommendations from the project report. This group is comprised of representatives from state and territory training authorities, employer and employee groups, industry training advisory bodies, regulators, and occupational health and safety organisations.
The national industry licensing working group reports to the National Quality Council.
