Queensland Department of Education, Training and the Arts
The Queensland Department of Education, Training and the Arts registers and administers apprenticeship and traineeship training contracts and monitors apprentices' and trainees' training. The department has offices throughout the state where employers, apprentices and trainees can obtain advice, assistance and information on all aspects of apprenticeships and traineeships, including:
- government-funded training, including details of supervising registered training organisations funded by the Queensland Government to deliver training
- the rights and obligations of the employer and the apprentice or trainee
- any administrative matter related to an apprenticeship or traineeship
- accessing travel and accommodation subsidies for the apprentice or trainee
- numeracy and literacy training
- providing advice on problems between employers and apprentices and trainees, including communication problems, absenteeism and behavioural issues
- incentives and allowances
- support for apprentices and trainees with a disability
- the role of the supervising registered training organisation and Australian apprenticeships centre.
Officers from the department may also visit the workplace to check the progress of training and assist with any issues that may arise.

Australian apprenticeships centres
(also referred to as 'AACs')
Australian apprenticeships centres are contracted by the Australian Government to:
- provide general information on apprenticeships and traineeships
- help the employer and the apprentice or trainee complete and lodge the training contract
- provide advice on eligibility for Australian Government incentives
- arrange payment of Australian Government incentives and allowances
- make regular contact with the employer and the apprentice or trainee to check on the progress of training
- provide the employer and apprentice or trainee with induction information
- under agreement with the Department of Education, Training and the Arts, AACs monitor the training being delivered to apprentices and trainees.

Supervising registered training organisations
(also referred to as 'SRTOs', 'registered training organisations', 'RTOs' and 'training providers')
The Queensland Government has registered a number of training organisations (i.e. TAFE institutes and some private training providers) to provide training for apprentices and trainees. Once a registered training organisation is chosen to become part of an apprenticeship or traineeship, it then becomes the supervising registered training organisation and will work with the employer to develop a training plan and ensure the apprentice or trainee receives training.
The supervising registered training organisation will:
- provide induction information on rights and responsibilities under the training contract
- ensure the employer has the range of work, qualified persons and facilities required to train an apprentice or trainee
- work with the employer and apprentice or trainee to design a training plan, including what training needs to occur, how and when that training will take place, who will provide the training and how that training will be assessed
- provide the apprentice or trainee with a training record and any materials essential for their training
- where required, train the apprentice or trainee and assist the employer to ensure training is completed on schedule
- regularly make contact with the employer and apprentice or trainee to check the progress of training
- deliver additional learning support if required - for example, assist with numeracy or literacy training
- advise of the costs of training
- provide advice to apprentices or trainees on any student fees and charges they may have to pay
- provide advice on travel and accommodation subsidies
- assess achievement of competence
- issue the nationally recognised qualification.
Each supervising registered training organisation offers different methods of training apprentices or trainees. Employers need to find a supervising registered training organisation that suits their business needs.
To help with that decision, employers should discuss:
- what skills or qualification the apprentice or trainee needs to learn
- how, when and where training will be delivered
- what training will need to be provided in the workplace
- what learning assistance will be available if required - for example, help with numeracy or literacy skills
- what training methods suit the workplace
- who will assess the apprentice or trainee
- what feedback or progress reports can be expected.
Following the induction and initial training plan development, the supervising registered training organisation will make contact with the employer and the apprentice or trainee at least four times in each year of the apprenticeship or traineeship to monitor training and provide support.

Group training organisations
(also referred to as 'GTOs' or 'group schemes')
Group training organisations are not-for-profit organisations that employ apprentices and trainees and place them with different host employers on a short or long-term basis.
Host employers are employers who may not wish to commit themselves for the term of an apprenticeship or traineeship, or who work in an industry that has fluctuating demands for staff. Hiring an apprentice or trainee from a group training organisation enables host employers to participate in the employment and training of apprentices and trainees to suit their business needs.
Group training organisations may:
- screen and recruit apprentices and trainees
- handle the administrative requirements of the apprenticeship or traineeship
- pay the apprentice or trainee
- charge host employers an hourly rate for the time the apprentice or trainee works, based on the cost of wages, WorkCover, superannuation and - in some instances - an administrative charge
- arrange the off-the-job training component of the apprenticeship or traineeship.

Schools
For school-based apprentices and trainees the student's school must approve participation in the school-based apprenticeship or traineeship program.
If the apprenticeship or traineeship does not affect the school timetable or curriculum, it cannot be considered a school-based arrangement.
A schedule indicating the student's participation in work, training and school will be prepared collaboratively by the parties, including the school and the supervising registered training organisation.
The schedule will form part of the training plan for the school-based apprentice or trainee.
