Contract compliance audits verify compliance with specific terms of User Choice and Strategic Purchasing Program contracts held with the Queensland Government for the delivery of training.

User Choice refers to the policies and funding mechanisms that allow employers, together with the apprentices and trainees they employ, to:
- choose which registered training organisation will provide them with structured training services
- negotiate training arrangements, including where, how and when training will be provided.
Strategic Purchasing Program funding is made available for the delivery of training that:
- targets priority areas to meet industry, occupational and geographical skills shortages
- targets quality training and value for money in competitive markets
- increases participation for disadvantaged and under-represented groups
- generally targets the skill needs of existing workers in new and emerging industries, in industries experiencing significant change, and in priority areas where skills need to be maintained.
The Queensland Department of Education, Training and the Arts maintains a relationship with contracted registered training organisations to manage the contract and provide assistance.
Each registered training organisation may be audited at least once during the life of each contract held with the department.
