Did you know that...
At 17 June 2008 there were:

1226 training organisations registered by DETA

843 interstate RTOs operating in Queensland

The top five training packages from June 2007-June 2008, by number of RTOs were:
1. Business Services - 668 RTOs
2. Hospitality - 319 RTOs
3. Information and Communication - 295 RTOs
4. Metal and Engineering - 208 RTOs
5. Furnishing - 177 RTOs.
In the past year, DETA has processed:

168 applications for Initial Registration

142 approved applications for Renewal of Registration

765 Extension to Scope applications

9 cancellations of registration

25 voluntary cancellations of registration

530 applications approved under delegation, without audit activity.
In the past year DETA has conducted:

118 desk audits

221 site visit audits.
Feedback wanted on audit experience
State and Territory registering bodies are currently piloting a new nationally-consistent audit evaluation tool which will allow RTOs to provide feedback on their audit experiences.
The evaluation tool may be completed by email or by printing the form for a hand-written response.
Providing organisational or personal details is now optional. When completing the form via email, RTOs simply complete their answers and email back to a generic mailbox. The mail address for printed responses is on the form.
On completion of the pilot, feedback from each of the states and territories will be compiled into a national report which will inform improvements to the design of the tool. A copy of the tool is available via an email request to RegistrationServices@deta.qld.gov.au and feedback on the tool is also welcome at this address.
When improvements are made, the tool will be available nationally.
Annual registration fee
RTOs will shortly receive an invoice for payment of the annual registration fee.
The fee is charged at the commencement of each financial year and is calculated based upon the size of an RTO's scope of registration.
The new fee will be released with the inclusion of the Consumer Price Index.

More training packages released
A number of training packages have recently been reviewed and released for implementation. The most recent packages include:

Tourism, Hospitality and Events SIT07 which came into effect from 6 June 2008
-
Plastics, Rubber and Cable Making PMB07 which came into effect from 26 March 2008
-
Screen and Media CUF07 which came into effect from 17 April 2008
-
Property Services CPP07 which came into effect from 7 May 2008.
The 12 month transition period for the above training packages will end exactly 12 months after the date they came into effect.
Registered training organisations have been asked to lodge their application to transition to the reviewed qualifications as soon as possible.
Training packages can be purchased from TVET Australian Training Products Ltd or downloaded from the National Training Information Service.

Accreditation
Roles of copyright owners and course developers
The copyright owner and the course developer may or may not be the same person or organisation.
The copyright owner is the person or organisation that owns the legal rights for the intellectual property of the accredited course.
The course developer is an individual or organisation that may act on behalf of the course copyright owner, as outlined in an agreement between the parties.
Where the course developer is not the same person or organisation as the copyright owner, the course developer is generally responsible for developing the accredited course and submitting the course for accreditation under the authority of the copyright owner.
Licensing/franchising
The copyright owner may be approached by RTOs who wish to deliver the accredited course or qualification.
If the copyright owner allows licensing of the course, a licensing agreement or memorandum of understanding with the RTO is required.
The copyright owner may manage the licensing requirement or outsource this task to the Centre for Training Materials, a business area operating within DETA. Where these services are used, the Centre for Training Materials will manage all licensing requirements which include notifying licensees of any changes made to the accredited course. The Centre for Training Materials can be contacted on (07) 3248 4672.
Use of accredited courses
RTOs wishing to deliver an accredited course must first obtain permission for use of the course from the course copyright owner. An accredited course is the property of the person or organisation which owns the legal rights to the intellectual property and cannot be used by anyone else without formally obtaining written permission or agreement.
Course copyright owner details can be found on the National Training Information Service website.
Where the Queensland accredited course copyright owner is shown as the Department of Education, Training and the Arts, a licence to deliver that course can be obtained through the Centre for Training Materials.
Once you have obtained formal permission to use the course, you can then apply to Registration Services to have the course added to your scope of registration. A copy of the course permission must be attached to your application to amend scope of registration.
Audit
Updated Australian Qualifications Framework (AQF) Handbook
An updated version of the AQF Implementation Handbook has recently been released.
The updated version incorporates a number of changes in the requirements for issuing of qualifications and statements of attainment. In summary, the changes are:

RTOs are no longer required to note that a statement of attainment is issued "in partial completion of" a qualification.

New formats have been defined for statements of attainment issued to recognise achievement of skill sets, including those explicitly identified in training packages, those leading to a licensed outcome and industry-identified skill sets.

A new statement is required on all statements of attainment to clarify the purpose of a statement of attainment to endusers such as employers. This statement can be found on page 77 of the handbook, along with all other information required.
Formats of and information included on qualifications and statements of attainment are a common source of non-compliance at audit, so RTO staff should review these documents to ensure that they comply with the requirements. If you are unsure whether your documents are compliant, one of DETA's audit staff will be happy to review a sample qualification and statement of attainment for you.
Registration
Amending your scope of registration
When completing the RTO2 application to amend scope of registration, it is important to complete the application details correctly.
Use Section 3 of the form to detail qualifications, units of competency or accredited courses to be added to or removed from your scope.
Complete table A in the form when you wish to deliver a full qualification or accredited course and use Table B when you only wish to deliver units of competency from within a qualification or accredited course. When completing Table A or B, remember to complete all columns in the table.
Ensure that the correct codes and titles for each unit of competency, training package qualification and accredited course are completed on the form exactly as they appear on the National Training InformationService website.
Queensland VET e-learning strategy: Framework for action 2009 - 2012
Product Services, within the Department of Education, Training and the Arts, is currently working with representatives from registered training organisations, government and industry to develop a Queensland VET e-Learning Strategy and a framework for action. This has been driven by the need for an over-arching state e-learning strategy to guide flexible approaches to teaching, learning and assessment and the use of technology to support this.
The VET e-Learning Queensland team, with the Ithaca Group, is consulting with key stakeholders across the sector.
