The Community Literacy Program will operate from 1 July 2007, and forms part of the Government's Skilling Queenslanders for Work initiative. The Program will flexibly respond to skilling the most disadvantaged Queenslanders who have low levels of language, literacy and numeracy, through the provision of customised language, literacy and numeracy assistance.
The Community Literacy Program provides funding to eligible organisations and clusters of organisations to assist people with low level language, literacy and numeracy skills levels through the provision of training and other assistance in an informal and supportive, community-based learning environment.
The focus of the program is to provide assistance which will enable participants to progress through individualised pathways and to become more competitive in the labour market.
Who is targeted?
The Community Literacy Program primarily assists Queensland residents who are
ineligible for Job Network services or who require complementary services because they are marginalised from learning or skilling opportunities. Client groups targeted for assistance include:

Long-term unemployed

Existing workers who are underemployed or vulnerable in the workforce due to technological change or industry restructure

Aboriginal and Torres Strait Islander peoples

Australian South Sea Islanders
-
People from culturally and linguistically diverse communities, including refugees and recently arrived migrants

People with a disability
-
Young people aged over 17 years
-
Older job seekers (aged 45 years and over)
-
Individuals with low levels of literacy and numeracy which is impeding their ability to undertake skills development/training, to gain/retain employment
What type of assistance is offered?
Projects may offer a range of language, literacy and numeracy strategies including:

Accredited language, literacy and numeracy training tailored to individual needs.

Accredited training in Volunteer Tutoring to create a bank of volunteers to support the language, literacy and numeracy delivery.

Tutor Mentoring activities - engaging a qualified teacher or tutor to ensure quality training outcomes for when volunteer tutors are delivering the training.

Tutor Coordination - the coordination of activities such as recruiting volunteers, appropriate matching of participants with volunteer tutors, ensuring ongoing communication with regard to tutoring activities, and coordinating resources for participants, volunteer tutors and tutor mentors.
Who is eligible?
Organisations eligible to receive funding to deliver the Community Literacy Program include:

community based not-for-profit organisations

local government authorities
-
statutory authorities
-
TAFE institutes/agricultural colleges
Organisations should have strong links with the identified community or client group.
The development of partnerships between organisations to assist individuals is strongly encouraged. Eligible orgnanisations are also encouraged to develop collaborative arrangements with smaller organisations who may not necessarily meet the eligibility criteria.
Funding is not available for individuals.
