This exemplar of a training plan is not a mandatory format for a training plan. This document is an example detailing only the minimum requirements of what the training plan should contain.
Education, training and employment schedule
For school-based apprentices and trainees, the school, employer, apprentice/trainee, guardian (if applicable) and supervising registered training organisation are required to complete and sign an Education, Training and Employment Schedule for the apprenticeship or traineeship. A template example is available below.

Why do we need a new training plan?
The Training and Employment Recognition Council reviewed the existing training plan to address concerns raised by key system stakeholders that the plan had become overly bureaucratic and was not fully effective in engaging the parties in their training roles.
Following the review, TERC decided to refocus the training plan so that it more simply:

records the training arrangements agreed between the supervising registered training organisation (SRTO), the employer and the apprentice or trainee
-
provides a greater emphasis on engaging the learner in training
-
gives the parties a better understanding of their roles and responsibilities in the training environment.

What are the major changes to the training plan?
Basically the plan simplifies the previous training plan requirements with a focus on engaging the learner in training and giving the parties a better understanding of their roles and responsibilities.
If there is less information than the previous plan how can it provide a better understanding for the parties of their roles and responsibilities?
The TERC expects a SRTO to follow the recommendations of the Users' Guide to the Essential Standards for Registration (AQTF 2007).
This guide ensures the employer and other parties who contribute to an apprentice and trainee's training and assessment are engaged in the development, delivery and monitoring of training and assessment.
With the employer, apprentice or trainee engaged in the learning environment the training plan will be used to record this engagement and the parties agreement to undertaking their roles and responsibilities for training.
Who has responsibility for the delivery of training to an apprentice or trainee?
The employer and the SRTO both have responsibility for the delivery of training to an apprentice or trainee.
Most often the structured training will be delivered by the SRTO and the employer will provide training by way of workplace tasks that are suitable to support the structured training delivered by the SRTO.
In some instances an employer may provide some of the structured training required under the qualification.
The employer and the SRTO will need to discuss, agree and record in the training plan the structured training to be provided by the SRTO or the employer and the workplace tasks suitable to support the structured training.
Where is all the information that was on the old training plan?
Most of the information previously contained in the training plan is available elsewhere and as such there is no reason to restate it in the training plan.
For example, the Users' Guide to the Essential Standards for Registration (of an RTO) (AQTF 2007) proposes the development of a training program by an SRTO that meets the training and assessment requirements of a qualification. The program may specify such matters as the essential and elective units, the sequence and timing of training and assessment, and the resources required. The program may also include information about:

how units are packaged to meet qualification requirements

how pre-requisites and co-requisites are included

the mode of delivery to be used (for example, online, classroom, on-the-job)
-
the learning approaches or styles that will be used to suit the needs of the learners
-
how the needs of groups or individual learners will be met (for example, reasonable adjustment in assessment)

a recognition of prior learning (RPL) strategy, where units may be packaged for assessing learners with prior experience.
Also within the Essential Standards for Registration it is proposed that an SRTO will need to address the characteristics of the target group which may include meeting learners' needs such as:

relevant prior training and/or employment
-
learning styles
-
physical or intellectual ability
-
language, literacy and numeracy levels
-
location
-
cultural or ethnic background
-
socio-economic factors.
Where in the training plan can an SRTO or employer record the training undertaken by an apprentice or trainee?
The training plan is not supposed to record achievement of competence it is simply a plan for delivering the agreed training that an apprentice or trainee will need to undertake to achieve the qualification associated with the apprenticeship or traineeship and also the completion certificate.
Recording the training completed will occur in the training record provided by the SRTO to the apprentice or trainee.
Recording achievement of competence will be in accordance with the requirements of the AQTF.
Is the Education, Training and Employment Schedule part of the training plan?
No, the schedule is no longer a part of the training plan.
However, the agreement of the employer, SRTO, apprentice or trainee and a representative of the high school to the schedule of education, training and employment for the apprentice or trainee will need to be registered.
A form for this purpose is available on the department's web site.
Is it possible to add more detail to a training plan than the template provides?
Yes, the template provides the minimum information that must be provided on the training plan. Additional information may be added provided it is about the provision of training.
Why is there no guardian signature on the training plan?
There is no legislative requirement for a guardian to be a party to or sign a training plan. However, a guardian's signature is required on the Education, Training and Employment Schedule.
