Action 1: Innovative TAFE products and services
Many of our learning systems cater for the learning styles and needs of young people. While this is important, it is likely that the proportion of adult learners will increase in the future. We need to ensure that TAFE products and services continue to be targeted at the changing needs of adults in an increasingly complex society.

Action 2: Better recognition and skills banking
Many people who don't have a formal qualification have developed substantial skills and competencies through their work, life experience or self-education. We will improve ways of recognising skills and knowledge that Queenslanders already possess by simplifying TAFE Queensland's recognition of prior learning processes and establishing a Skills Bank in TAFE institutes.

Action 3: Smarter teaching through technology
Information and communication technology (ICT) is increasingly important for learning. We will give all Queensland learners expanded information and communication technology access and services.

Website currently under development for the Technology Innovation Precinct, a virtual education project linking schools, TAFE institutes and the University of the Sunshine Coast.
Action 4: New career and learning information and advice
Queensland adults need to make good career and learning decisions based on quality, timely and relevant information. We will create new career and advisory services to inform adult Queenslanders about their learning and career options.
Through Skilling Solutions Queensland we will provide a customised face-to-face career advisory and assessment service that provides information on a range of employment related issues, including training, career pathways and local employment opportunities. Action 5: Expert advice to business
It can be difficult for employers to find the right staff training for their business needs. We will employ training experts to help local firms find flexible and relevant training solutions.
In 2004, two-year pilots of this service are underway in the Logan , Mackay and Lockyer Valley areas. Results from this initiative will inform activities with businesses throughout the state.
Action 6: Right Start Voucher for small business
To help build a successful business in a competitive environment, small business owners need to develop management skills. We will give everyone who registers a small business a Right Start Voucher for management skills workshops.

Action 7: Information and communication technology (ICT) skills for adults
Technology skills are essential in the knowledge economy. People without information and communication technology (ICT) skills will find it difficult to succeed in the workplace or take advantage of the increasing variety of information and services provided online. We will expand information and communication technology skills of adult Queenslanders through two innovative programs.
From 2004, the Technology Survival Skills program will fund not-for-profit organisations to conduct projects that enhance the ICT and Internet skills of the general community.
From 2004, the BITES Program (Basic Information Technology Enabling Skills) will provide people in regional areas aged 45 years and over with the opportunity to undertake nationally accredited training in information technology. For more information visit www.lnq.net.au
Action 8: Training Partnerships
Over the past three years, Community Training Partnership pilots have been conducted throughout Queensland to assist local industry and community groups to identify and address skill needs. The success of these projects has been based on the delivery of training and other services in ways that recognise the needs of participants - many of whom are adult learners. We will commit to Community Training Partnerships as an ongoing program.
Through the Industry Training Partnerships initiative we will foster strong cooperative partnerships between the government and key industries in Queensland. Under this initiative the government and employees will join forces, each contributing 50 per cent of the training costs required to re-skill and upgrade the qualifications of existing workers in new and emerging industries, and priority industries suffering skills shortages.

Action 9: Tourism skills
Tourism is one of Queensland 's most important industries. Eighty per cent of tourism workers are employed in small businesses in casual, part-time or contract positions and as a result, skills development has not been a strong feature of the industry. We will build skills in the tourism industry through two new resources.
The Tourism Skills Development Guide will link stakeholders in the tourism industry with key agencies, useful networks, educational and training resources, business development support agencies and each other. Action 10: Indigenous learning and leadership
The Queensland Government has made a significant commitment to improving the social and economic opportunities for Aboriginal and Torres Strait Islander people. Fostering adult learning and leadership is a cornerstone of this commitment. We will build learning and leadership in Indigenous communities through two innovative programs.

Action 11: Rural innovation
Queensland's rural and regional areas face a range of challenges as they develop innovative ways to maintain economic prosperity and wellbeing. We recognise the need to help rural and regional Queenslanders develop the skills and abilities to take up opportunities and solve problems. During 2004, the Centre for Rural and Regional Innovation will roll out training across Queensland, customised to meet the multiple and diverse needs of industries, regions and communities.

Action 12: Community learning hubs
The Queensland state school system is one of the best in the world. Schools don't just belong to students - they are important resources for the whole community. We will improve out-of-hours access to school facilities and expand partnerships between state schools and other agencies to deliver adult education and training programs.
