Legislation and regulations
Legislation is defined as, "Bills passed by the Parliament which as Acts become the State's laws" - Queensland Parliamentary Service 1996.
A Bill is a proposed law that the Legislative Assembly may enact. A Bill becomes law (an Act) after it is passed by the Legislative Assembly and assented to by the Governor. Under existing Administrative Arrangements, the following legislation is administered by the Queensland Department of Employment and Training on behalf of the Minister:
- Vocational Education, Training and Employment Act 2000
- Vocational Education, Training and Employment Regulation 2000
- Agricultural College Act 2005

Regulatory bodies
The office of Training Ombudsman was established under the Vocational Education, Training and Employment Act 2000. The Training and Employment Recognition Council replaced the State Training Council and the Accreditation Council and the Training and Employment Board.
